Peer Review Panelist Information and Form

Introduction
The Arts and Humanities Council of Montgomery County (AHCMC) relies on Advisory Review Panels to evaluate grant applications. Individuals who serve on panels serve their community by contributing expertise and an unbiased perspective to the evaluation process. Panelists play an important role in helping to decide how public funds will be allocated to underwrite grants that help support the arts and humanities in Montgomery County.

Panel Role
Panelists provide the AHCMC's Grants Committee with expert evaluations by reviewing each applicant’s narrative, budget, and support materials and then consistently and objectively evaluating the proposal based on the criteria provided by AHCMC.

Panel Eligibility
Panelists must have experience in an area related to the grant categories that AHCMC funds. These are General Support Grants that provide operating support for organizations larger than $350,000; Advancement Support Grants that provide operating support and management assistance to organizations of $50,000 - $3,50,000 in size; and for organizations under $50,000. Cultural Programs Grants and Administrative Development Grants for organizations under $50,000. AHCMC also funds Visiting Artists and Scholars Grants, Arts in Schools Grants, and Artist and Scholar Fellowship Grants.

Panel Selection
Potential panelists are solicited by nominations through various sources including, but not limited to: AHCMC Board members, current panelists, Maryland, DC, and Virginia State Arts Councils, Maryland, DC, and Virginia State Humanities Commissions, national associations, grantees, applicants, and artists and scholars.

AHCMC staff selects panelists, ensuring geographic, ethnic, gender and professional representation.

Panel Responsibilities
  Panel Orientation for FY2003 grant:new panelists are requested to attend a panel orientation meeting to familiarize themselves with AHCMC's panel process, to discuss policy issues affecting applicants, and to meet with panel colleagues and orientation usually takes place at the start of each panel meeting.
  Panel Books and Grant Review: In advance of meetings, panelists receive notebooks containing all the grant applications for their panel. A rating sheet for that application will precede each application. Panelists are required to read and evaluate all grant application narratives, read and evaluate all assigned support materials, and complete a rating sheet for each application prior to the panel meeting. Panelists have an opportunity at the review meeting to make changes to their rating sheet.
  Conflict of Interest: Panelists are required to place on file at AHCMC’s offices a list of any organizations in which they are a member or have an interest, i.e. a governance or fee-earning role in the organization. Panelists cannot remain on a panel if there is a conflict of interest.

Panel Meeting
Panelists are required to attend a one-day panel meeting to review and evaluate all applications and make recommendations on each application, based on the criteria provided by AHCMC. Panelists also will discuss issues of concern arising from the grant application and organization reviews and make recommendations to the AHCMC's Grants Committee on policy changes.
